The Role

Parallel Bio is hiring a Business Development Lead, European Public Sector to support and contribute to our EU/EEA growth function, reporting to the Head of Business Development, Government (US focus). This senior individual contributor role supports end-to-end capture for non-dilutive funding and partnerships across key European agencies and programs such as Horizon Europe, EIC Pathfinder/Challenges, IMI/IMI2-Accelerate, EMA qualification pathways, and Austrian funders (e.g., FFG Austria, FWF, AWS, VBA, etc).

The role emphasizes execution support with growing regulatory-science literacy to identify opportunities where EMA/regulatory adoption/validation matters, and to help craft proposals with credible regulatory elements (e.g., context of use, validation approach) alongside internal scientific leadership, the US BD Director, and external advisors.

Responsibilities

European Pipeline & Capture Support

  • Support building and managing a pipeline of EU/EEA opportunities (e.g., Horizon Europe grants, EIC funding, pre-commercial procurement, consortium calls, Austrian programs).

  • Assist in qualifying and prioritizing opportunities based on strategic fit, win probability, and platform adoption potential (including EMA-facing use cases).

  • Contribute to engagement strategies, capture plans, and partner outreach under guidance from the Head of US Gov’t BD, VP of Science, and other internal and external stakeholders.

Stakeholder Relationship Support

  • Help develop relationships with Program Managers, scientific evaluators, and procurement stakeholders at EU institutions (EC, EMA), EIC, and Austrian agencies.

  • Assist in translating agency priorities into problem statements and programs aligned to Parallel Bio capabilities.

Regulatory Support

  • Support evaluation of funding opportunities through an EMA/regulatory lens, flagging where regulatory acceptance or validation is key.

  • Collaborate with scientific leadership and US Head of BD, Gov’t to define context of use, performance claims, and validation for European audiences.

  • Coordinate with external advisors as directed to strengthen proposals.

Proposal Support

  • Contribute to proposal development and submissions: compliance checks, content drafting, schedules, reviews, and assembly.

  • Help ensure proposal quality alongside internal and external teams.

Teaming & Partnerships

  • Support teaming strategies with European primes, CROs, academic partners, and consortium vehicles; assist with partner coordination.

Award Transition Support

  • Assist with award negotiation, transition to execution, and compliance with EU grant terms (e.g., Horizon Europe GA, reporting) and EMA frameworks.

Qualifications

Required

  • 5+ years of EU/EEA BD or grant experience in life sciences, biotech, health security, or related technical domains.

  • Experience contributing to successful EU awards (grants/contracts), including multi-million-euro programs (e.g., Horizon Europe, EIC).

  • Hands-on experience with proposal development (e.g., consortium coordination, budget support).

  • Familiarity with Horizon Europe/EIC, EMA basics, and key national funders relevant to Austria/EEA.

  • Basic regulatory-science literacy: understanding context of use, validation, and reproducibility for EU audiences.

Preferred

  • Direct experience with Horizon Europe Cluster 1 (Health), EIC Pathfinder/Challenges, IMI, or Austrian Federal programs (FWF, FFG, etc.).

  • Exposure to NAM/MPS/organoid, immunology, biologics safety, or translational platform programs.

  • Awareness of EMA frameworks for tools/models (e.g., qualification pilots, scientific advice).

  • Emerging relationships with EU program officers or EMA

  • Experience in early-stage companies; comfort with cross-US-EU collaboration.
